A2Z partners with a leading Chinese corporation to enhance consulting quality for key transportation infrastructure projects

On September 23, 2025, in Nanjing (China), the Investment – Training – Technology Transfer Signing Ceremony took place between A2Z Construction Consulting Joint Stock Company and Hua Tie Group. DEOCA Group served as the connecting entity between the two enterprises.

Vietnam is currently in a phase of high-level infrastructure development, particularly in transportation, with various types of projects that require advanced techniques and technologies (such as railways, airports, seaports, large bridges, etc.). However, domestic consulting capabilities still face many limitations. Therefore, A2Z Company is proactively expanding its cooperation activities with international partners who possess strong capabilities and a genuine willingness to collaborate. This initiative aims to enhance the quality of human resources and master modern technology.

Following facilitation by DEOCA Group, and after numerous meetings and working discussions, A2Z Company and Hua Tie Group have advanced to a strategic cooperation in the fields of technical infrastructure design (including railways, TBM tunnels, large bridges, seaports, aviation, hydropower, irrigation, and smart cities) as well as technology (including digital transformation, digital technology, AI, Digital Twin, and BIM), and project management. This includes the development of high-quality human resources immediately to meet the country’s development requirements outlined in the 2026–2030 plan, with a vision towards 2050.

The cooperation between A2Z and Hua Tie is concretized through the implementation of research and design for major projects in Vietnam. These include large-diameter TBM tunnels, cable-stayed bridges, arch suspension bridges, national railways, local railways, urban railways, and more.

In these projects, A2Z Consulting and Hua Tie will apply the BIM model from the design phase throughout to the construction, project management, and operation phases (BIM 4D, 5D, 6D, 7D). They will also build Digital Twin models to manage and operate the projects efficiently, as well as research, develop, and apply specialized AI models for the transportation sector.

The method of technology transfer and “hands-on’ training tailored to specific projects has been proven to be the most effective in terms of time and cost. This represents a significant opportunity for Vietnamese consulting enterprises to enhance their capabilities and increase enterprise value by mastering new technologies that serve the development of the country’s transportation infrastructure.

At the ceremony, Mr. Mai Manh Hong – Chairman of A2Z Company – stated that in the era of the nation’s rise, the consulting team must be pioneers from the planning stage to the design of projects with national stature. Therefore, A2Z recognizes the need to learn from leading enterprises, while simultaneously cooperating and participating directly in practical construction projects.

“China’s transportation infrastructure is currently considered as number one globally, and in the field of design, Hua Tie ranks among the top three enterprises in China, while also standing in the global top tier. To advance towards mastering design technology, A2Z has agreed to collaborate on projects with Hua Tie Group at a revenue that is only half of our actual value. Nevertheless, we regard this as the necessary ‘tuition fee’ for our maturity process.

This includes major projects such as the Red River Boulevard – Landscape, high-speed railways, and many other key infrastructure initiatives”, emphasized Mr. Mai Manh Hong.

Hua Tie Group (China Design Group), established in 2005 in Nanjing (China), is a leading brand in China and ranks among the top 50 largest companies globally for comprehensive consulting services, ranging from planning, design, to project management in the fields of transportation infrastructure, smart cities, and environment.

In 2014, Hua Tie became the first independent engineering design company to be fully listed on the Shanghai A-share stock exchange. As of July 2025, the group achieved a market capitalization of approximately 789 million USD, with revenue in 2024 reaching 599 million USD.

Hua Tie has affirmed its position through numerous key projects, such as the Runyang, Taizhou, and Sutong bridges across the Yangtze River. Notably, the Zhangjinggao bridge, a cable-stayed bridge with the world’s largest main span (2,300m), is regarded as a technical marvel. The group has also participated in designing a series of large underwater road tunnels in China, as well as international projects like automated train systems at Beijing, Tianfu (Chengdu), and Hong Kong airports.

In August 2025, DEOCA Group and Hua Tie Group signed a strategic cooperation agreement in the field of transportation infrastructure. The agreement specifies areas such as technology transfer, human resource training in applying digital technology, digitizing project management and operations, and new types of structures to accelerate construction progress.

Following the signing, this investment enables Hua Tie to strengthen its own business development strategy in Vietnam, while creating a foundation for A2Z Consulting to possess new technological capabilities in the Vietnamese market.

The specific action program agreed upon includes Hua Tie’s immediate participation in the projects currently being executed by A2Z, such as the Red River Boulevard – Landscape Project, Dong Dang – Tra Linh Expressway (Phase 2), Ho Chi Minh City – Trung Luong – My Thuan Expressway, and others. At the same time, Hua Tie will assess the status of A2Z’s personnel, equipment, and technology. From there, it will propose investment solutions, transfer digital technologies, and delegate experts to Vietnam to collaborate on projects. This will enable theoretical training to be integrated with practical experience at the sites. Furthermore, Hua Tie will cooperate with universities in Vietnam and China to train human resources for consulting enterprises in Vietnam.

A2Z Company was established in 2010, is a leading consulting unit for design and supervision of numerous key transportation projects in Vietnam, including those invested in by DEOCA Group, such as Deo Ca Tunnel, Hai Van Tunnel 2, Bac Giang – Lang Son Expressway, Trung Luong – My Thuan Expressway, Huu Nghi – Chi Lang Expressway, and Dong Dang – Tra Linh Expressway, etc.

With 500 personnel and a charter capital of 220 billion VND (approximately USD 8.8 million), A2Z operates in the field of transportation consulting (planning, design, verification, supervision, and project management). He expressed the desire that the combination of Hua Tie’s international experience with A2Z’s local strengths will create technical consulting services at the highest level. This will provide practical contributions to the training and development of high-quality human resources for Vietnam’s transportation sector. The two parties can collaborate to build a leading technical consulting enterprise, aiming to become the pioneering unit in the technical consulting industry to be listed on the Vietnamese stock market.

On August 31, 2025, Prime Minister Pham Minh Chinh held a working session with the leaders of Hua Tie Group. The Prime Minister proposed that Hua Tie continue to cooperate and support Vietnamese partners, including major corporations in design and technical consulting within the infrastructure sector. This will contribute to building an ecosystem for the development of a professional design and technical consulting industry.
